Millbrook's city council voted 5–2 late Tuesday to approve a $4.2 million bond measure that will fund road resurfacing and stormwater upgrades across six neighborhoods.

MILLBROOK, May 28 — After more than three hours of public comment and sharp exchanges among council members, the Millbrook City Council voted 5–2 Tuesday night to approve a $4.2 million general obligation bond aimed at addressing what city engineers have called a "critical backlog" of infrastructure repairs. The measure will fund road resurfacing on 14 miles of deteriorating streets and long-overdue stormwater system upgrades in the Northgate, Riverview, and Crestwood neighborhoods.

Who Voted How

  • Yes: Mayor Pro Tem Diane Calloway, Councilmembers Ray Fitch, Priya Nambiar, Darnell Okafor, and Sandra Weiss
  • No: Councilmembers Glen Torrance and Hattie Yuen, both citing concerns about long-term debt load

Opponents argued the city should pursue federal grant funding before taking on new debt, with Councilmember Torrance calling the vote "premature." But supporters countered that the infrastructure deterioration was costing residents money in vehicle repairs and creating flooding liability for the city. City Engineer Marcus Delgado told council members that two stormwater culverts in the Riverview corridor were rated "poor" in the most recent inspection and could require emergency repair at significantly higher cost if left unaddressed. Construction is expected to begin in early September, with most work wrapped up before winter.
